Safety guidelines for the navigation in the southern Red Sea and the Gulf of Aden

Significant international maritime transport associations, including BIMCO, ICS, INTERCARGO, INTERTANKO, and the Oil Companies International Marine Forum (OCIMF), released safety guidelines at the end of last December for navigation in the southern Red Sea and the Gulf of Aden. This initiative was taken in response to threats and attacks by Yemen’s Houthi rebel militias on various merchant ships. This group, backed by the Iranian regime, has publicly threatened to attack any vessel they perceive to be connected to Israel or destined for or originating from Israeli ports.

The new safety guidelines emphasize the need for a thorough assessment of the threats and risks for each vessel and each journey, considering any additional advice from the ship’s flag state before navigating these areas. They also warn that the risk of attacks by Houthi forces is higher near the Yemeni coast in the Red Sea, where they occasionally operate. The guidelines discourage following any instructions from these armed groups to divert to ports under their control, as this could lead to the detention of the vessel and its crew.
